🚻 I need to consider whether the victim was a protected class. 🚩 This is a critical path.
✅ If they were, I need to asses whether or not they were targeted, in part or in whole, because of their membership in that class.
💢 I do this by looking for hate crime indicators AND
Considering the motives of the offender and whether or not they fall within one of the offender types.
